Gates, 462 U.S. 213, 238, 239, 103 S.Ct. 2317, 2332, 76 L.Ed.2d 527; investigative stops, U.S. v. Sokolow, 109 S.Ct. 1581, 1585, 104 L.Ed.2d 1. This standard focuses on all the circumstances of a particular case, rather than any one factor
